Our Client, a Major international oil/gas, petrochemical, defence and civil contractor, is seeking a  Cost Manager for an urgent start at their offices based in London/Surrey.  
Educated to Degree level (engineering preferable) or equivalent experience in major projects
Certified Practitioner in one of the Recognised PM methodologies, PMI, APM or Prince2 (preferable)
Minimum 5 years’ experience working on, or preferably managing cost control teams on projects of a similar size, complexity and scale to ESMCP
In depth knowledge of industry standard project cost control methods and tools
Good leadership and interpersonal skills, plus demonstrative experience of
Good client facing skills with the confidence to deal with people at all levels
Capable of working independently and collaboratively as part of a wider team
Good IT knowledge (preferable)
Good verbal and written communication skills including report writing and presentation skills.
Demonstrative experience of delivering cost control on large scale projects.
Working knowledge of accounting principles (preferable)
ICT background (preferable)
Knowledgeable in estimating and cost modelling techniques (preferable)
Good understanding of change management processes.
The Cost Manager will be responsible for the consistent implementation and execution of the Cost Control process on a large and complex project.
Key responsibilities/ tasks (extracted from the ESMCP contract)  will include:
Forecasts, controls and reports project costs needed within an organisation.
Develops and provides project variances, trending and analysis of expenditures, and completion reports.
Uses experience and problem solving skills to develop and improve processes.
In particular, with the Authority, develop a Budgeted Cost of Work aligned with the Supplier’s Financial Model
Provide to the Authority as part of the ESN Supplier Implementation Progress Report the following information in relation to this Agreement:
(a) The total Forecast Charges for each Task Order and Milestone;
(b)The Aggregate Monthly Charges for each Task Order and Milestone;
(c) The remaining Forecast Charges for each Task Order or Milestone shown monthly until the completion of the relevant Task Order or Achievement of the relevant Milestone;
(d)An explanation of any anticipated change to the total Forecast Charges for each Task Order and Milestone;
(e) Details of any known issues that the Supplier considers will affect any Key Date or Milestone Date; and
(f) Early warning of any matters that the Supplier considers may affect any Key Date or Milestone Date.
Lead with all financial reporting requirements as set out in the Agreement, including responsibility for the completion of the Quarterly and Annual Financial Reports, maintaining accurate Resource Plans and updating as required the Supplier Financial Model.
Working together with other team members, assist with the preparation of cost estimates (resource estimates) for changes to the Agreement.
Working together with the project accountant, prepare monthly invoices and resolve any client queries.
Provide guidance to less experienced team members.
Other duties commensurate with the role
SALARY: Up to £50K per annum plus large company benefits. 28 days holiday per annum.
